HS2 - Additional Powers (AP1)

The High Speed Rail (Crewe – Manchester) Bill was introduced to Parliament on 24 January 2022, seeking the powers to build the section of the HS2 network between Crewe and Manchester. The Second Reading of the Bill was held on 20th June 2022 with MPs voting that it should pass to the next stage of it Parliamentary process.

The Government has introduced an Additional Provision (referred to as AP1) to make changes to the High Speed Rail (Crewe – Manchester) Bill.  The following link is to the Additional Provision:

The following link describes the proposed changes of AP1 between Wimboldsley and Lostock Gralam, including removal of the proposed borrow pit at Byley:

Those whose property or interests are directly and specially affected by AP1 are able to submit a petition to Parliament. The deadline is 5:00pm on 9th August 2022.  CWAC is seeking guidance from the Parliamentary Agent regarding the Council’s response to the petition. 

If you identify any specific matters you wish us to consider for the petition, please let us know by the end of Tuesday 26th July 2022. 

HS2 - Environmental Statement (AP1 ES) and a Supplementary Environmental Statement (SES1)

The Additional Provision is accompanied by an Environmental Statement (AP1 ES) and a Supplementary Environmental Statement (SES1), which between them set out the expected environmental impacts resulting from proposed changes. A public consultation is being held on these with a closing date of 1st September 2022.
